Your FTL layer somewhat resembles my view of Heaven. I believe Heaven is a separate place from our physical Universe. That is where the creator of the universe resides- outside of our universe, and that creator is not bound by our physical laws.
Things are real to us in our physical universe because we and all matter in it follows physical laws. There could be other ‘places’ outside of our physical universe that follow their own natural laws. Perhaps there are other universe that share space as our universe, but because their physical laws are different from our, we can not detect them. For example, their light rays could not be seen with eyes made of our matter.
To get to the point of this, our Physical universe is bound by laws and has limits. But whose to say something can’t exist outside of our universe. Whose to say there are not other places that follow their own natural laws that are so separate from our own, we can not comprehend it.
