I largely agree with your take on it, and particularly like your division of foreign policy into the ABC categories you mention. "C" is always a bad idea. A free, capitalist society or culture spreads itself by example, not by force of arms. "A" and "B," should cover actions taken in self-defense. As for "A" on its own, it seems to me that we haven't gotten much gratitude in the world for this, although maybe I'm just cynical.
