I have heard several leaders of American Mosqes condemn the 9/11 attack, and terrorism in general. It's been on the TV news quite a bit. NPR has done a lot of interviews of Muslim scholars who said the same.
If you are waiting for the leaders of Muslim nations to denounce the acts, then I believe that some of those have, as well. Turkey comes to mind. There are politics involved as well. If a national leader thinks there's a chance that making a public statement might cause him to have to face Islamic justice some tim in the future, then he has good reason to be circumspect.
Maybe it's a question of media coverage, too. Maybe these interviews of religious leaders that no one (most Americans, I mean) has heard of is not considered a big enough story, to do much of. Even so, I'm not sure what you are waiting for that you are not getting.
It kinda reminds me of the demands for a Clinton apology that increased in proportion to the number of times he apologized.
