Dr. Horowitz, PhD, has written several books on emerging viruses and had done his homework on bioweapons and Gulf War illnesses. If he appears "seedy" to you; perhaps you need to brush up on your reading. He wrote the FBI Director with a warning BEFORE the anthrax appeared:
