Informants
The short answer is that you don't rely soley on informants or the kind of sketchy intelligence which was used to target this hapless group of Afghanis.
When people's lives are at stake, if you aren't 100% sure, then you don't act.
Remember what the Russians told us?
"They took our money and lied to us."
We need to reign in our cowboys and get some people with better judgment and analytical skills involved.
Sure it's tough to know who's lying and who's telling the truth - if anyone. For that reason alone, any thoughtful person would refrain from a deadly attack based primarily on such questionable intelligence, which in this case apparently came from a 17-year old boy.
