it's hard to keep a group of men in separate vehicles under surveillance for long periods of time, especially in a mountainous country the size of Texas with porous borders. Contrary to nonsense fantasies like "Enemy of the State", we don't have scores of spy satellites that can be instantly retargeted to track individual cars. Even drones like the Predator have limitations. According to reports I've seen, those men had been under surveillance for several hours before being taken out. It wasn't some cowboy shoot first, ask questions later situation (assuming the reports are accurate).
It's all well and good that you want perfect information before acting but that just doesn't happen in the real world. I've noticed you've posted the same sort of thing ever since the fighting began. To me, it suggests you've never served in the military where imperfect people have to make life and death decisions quickly based on imperfect data. Using your criteria, we'd still be waiting to drop the first bomb and nothing would ever get accomplished.
