Every CIA vet I've heard speak on the issue says the same thing: we don't have nearly enough people who speak the language or who are experts in the affairs of this part of the world. Those who do are for the most part desk jockeys with neither the training nor the temperment for operational field work.
I just don't like this business one bit: remote control killing of shadowy targets based on sketchy or suspect ID's.
Since von Clausiwitz's time, the German Army hasn't been able to achieve total victory, and are certainly no paragons of virtue to be held up for their morality in war, so the Prussian military sage's pronouncement here is of questionable applicability in this situation, his status as semi-diety in military affairs notwithstanding.
And even von Clausvitz implies that, in any event, we must have 25% certainty to take action.
