The first time I recall hearing the term "moving towards the center" it was concerning Clinton using the tactic by appearing more conservative, more populist, less liberal.
In one of his recent TV spots Simon said about Reordan (from memory - forgive slight inaccuracies if any): "Dick thinks that the Republican party should be more liberal like the Democratic party". It was intended as an indictment.
Both words, conservative and liberal, go in and out of style. Politicians either embrace them or shy away from them depending on whether they believe they will earn them more votes than they will lose for them. On the negative side both parties like to hang whichever term on their opponents that will lose them more votes.
Again, no conspiracy required.
