I've thought that a Russo-Chinese axis would be the fastest way a balance of power would be restored in the world, with the concomitant moderation in everyone's foreign policies.
Russian technocrats, Chinese money and facilities, at least at first. What might possibley prevent his could be the IMF and World Band "loaning" Russia money which is skimmed by the politicians. These would be in effect bribes keeping Russia away from the Chinese. But then the individuals could still be purchased by the Chinese, and they learn fast. In college the Asian work ethic coupled with intelligence made for fierce competition in classes graded on a "curve".
