"We are waiting for the snow to melt," said another Taliban member, who is in a refugee camp near the border. "Most of our fighters are still there and can be activated at short notice."

A senior Taliban official reportedly said a new offensive against U.S.-led coalition troops would be opened in May, when 300 suicide bombers would be unleashed on American installations.

The Taliban official, who was in Peshawar, Pakistan, after a trip to Afghanistan to meet with people still loyal to the deposed hard-line Islamic regime, told The Times of London that Operation Anaconda was seen as a victory for the Taliban and al Qaeda, and that plans are under way for a long guerrilla war to drive Americans out.

"People are still with us and the Americans are being sucked in to a war which they can never win," Maulvi Mehmood Din told The Times.

He told the paper that he had visited Kandahar and Helmand provinces, where he conferred with Taliban leaders, including his brother, Abdul Haq, who was a minister in the regime before it was driven from power.
