Hammering Afghanistan with multimegaton thermonuclear warheads would also have worked. No one would ever attack us again, and no one would have been sneaking into Pakistan afterwards, at least not with skin.

Telling suicide bombers that instead of being paid and rewarded, their families will be targeted by assassins, and then rubbing out a few families to make the point, would also work.
