Sure a UN deployment would put troops at risk from the most extreme terrorists

BUT

since the bulk of the population on the West Bank and Gaza would support UN deployment, these terrorist would be operating without the popular support necessary for a guerilla war...

AND

The general assumption seems to be that this mess is not already killing people in the rest of the world. But these economic hiccups kill people in many countries through simple disruption of their local economies -
