Now you've puzzled me. What part of that looks made up? These tax proposals are from a report, available to the public (check the table of contents under "Pricing Options." The report is full of bright ideas on how to micromanage our transportation system, but I thought the taxes were the most obvious kick in the head.

Do you mean that because these are proposals, not enacted yet, that they don't count as a concern?
