The religious bigotry is entirely on the side of Islamic extremists, such as Al Queda, who in their own words have threatened to kill every American and every Jew. By extension they target all non-Muslim Westerners seen as allies to America. Their words and actions have shown this to be true so many times it's astounding that you could still question it.

Russia is fighting against Chechen extremists and many foreign Islamic mercenaries at the same time. When Chechnya won a sort of quasi-independence 5 years ago, it descended quickly into a hellhole of chaos, lawlessness and a center of Islamic terrorist activities. Russia’s attempts to restore stability, law and order in one of its own provinces are certainly heavy handed at times, but are justifiable, and preferable to allowing the creation of a Taliban-style terrorist state.

French workers were clearly targeted in the attack in Pakistan. This has been reported by numerous sources in the international press.
