Americans and Europeans have definitely been in a dominant position in the world for quite some time, but that hardly means that we're responsible for everything that goes right or goes wrong in the world. We're not nearly that omnipotent.

Having lived in a Muslim 3rd world country for several years, I can assure you that the people living there, and they alone, were and are responsible for 90% of what happened or didn't happen in the development of their nation and their society. The Western colonial power granted independance in 1960, leaving both positive and negative influences and legacy, and it was then mainly up to the people and the leaders of the new nation to do their best to create a stable and prosperous democratic state. 40 years later, they have largely failed, and it would be grossly unfair to blame France, the US, or the West for the economic and political shortcomings.
