A stand-off helicopter launched rocket attack into civilian housing would seem to me to be about as directed as a suicide bomber.

I don't think you'd say that's more precise. You would say that because it was an IDF American-made helicopter with American rockets and aimed at Palestinian housing it's OK, but not that it was more precise. At least I don't think so.
