The Doctor had an almost supernatural instinct for playing extremely fast and loose with the Laws of Time without actually destroying the fabric of history. One of the reasons he gave the rest of the Time Lords ulcers.
If you want to get some use out of a time machine, go back and convince the Jews of Medina not to kick Mohammed out the door when he wants to be accepted as a prophet.
