You are right in that there was insufficient evidence to convice Clinton of anything regarding the pardons. Not beyond a "reasonable doubt".

If he were sued in civil court, where it's a "preponderance of evidence", he'd be dead.

I think many of us more people- than dividend-loving folks forget one thing. Clinton was investigated because of what he did. If "they" were after him, it was because he gave them the things to go after. And then lied about it.

Even after he knew they were after him.

Regarding the cost of Starr. Before he left office Clinton visited Vietnam. Now, he wouldn't go there without Secret Service protection, back when he could have carried his own gun, and protected his sorry butt with his own sorry butt. But, he went there as a lame-duck president. Sort of on a lark. No big agenda, but since he could he did. Kind of like John Glenn and the shuttle.

That trip cost about what the Starr investigation cost.
