When "one" (one nation, tribe, community, family, person) gives in to bullies it's over for them. The principle is the same, everywhere.
Honorable people, EVEN IF THEY KNOW THEY WILL LOSE, make it expensive for the aggressor. They don't, to quote someone, "kiss ass and try to make friends".
The most honorable people of recent times of whom I've read are the American POWs of the Vietnam war held in Hanoi. They knew they could be tortured to do or say anything (as we all could), and yet the code they developed was to make 'em work for it, not "kiss ass and try to make friends".
There was a Chamberlain thread here earlier. On a national level, Chamberlain's line, as I recall, was to "kiss ass and try to make friends".
Arf (aren't you the guy who said the Afghans get used to being killed? I don't think you could have meant that, either.)

You can't, Frank. (And I really don't think you mean it.)
