Most opinions I have seen say that unconditional inspections would turn up the WMD.
It all depends on what you mean by unconditional and how long it takes.
There is always the process. He believes that he can delay the inspections by arguing the process and negotiate for months. Even now there are those that are saying 'Why do we need a new resolution if he says we can inspect?"
I am betting that there will never be inspections under any terms that have a chance to be effective.
