He's more about pirating working possessions, which was what led to his attack of Kuwait. Repackaging a stolen, functioning asset as the 19th province (as Iraq still refers to Kuwait), complete with shipping facilities, was to have been a boon. As we forced the tyrant out, he decided to burn the fields, clearly shouting to the playground that if he couldn't play, nobody could.
