Because it would jeopardize living breathing people...people who we want to keep breathing until we can get them out of harms way.
Other material can't be released because it will lead to relocations of materials and shuffling of known timetables.
My "best guesstimate ;-) " is that the dossier accounts for about 25% of the data we hold on Iraqs WMD activities.
Yet even 25% should be enough to sway the public.
