<Let's see if I've got this straight: Capitalists should be able to keep all their gains, but if they lose, the government should make up the loss?
No, the person who earned the wealth gets to keep more of his own money. When my dog craps in the wrong spot, I have to rub his nose in it. When a liberal talks about lower taxes "costing" the government something, I have to do pretty much the same thing, only a lot more often.
The same thing often is required when liberals try to smear the clear distinction between tax reductions and actual subsidies, lumping them all under the latter category.
It isn't the government's money, unless you're a socialist, and believe all wealth belongs to the state and gets to decide how much we get "back."
In any case, every bloody nickel kept out of the hands of the government is a victory for the economy and the prosperity of the American citizens.
