Democratic techniques for "packing" the voting booths are legion. Some are outright fraud, like fake absentee ballots or fake registration, but most fall into the category of "legal but a bit sleazy," like busing in voters, opening immigration floodgates just before an election, and others.
I'm sorry, but regardless of the attempts to sweep this under the rug, I find it hard to interpret the ad as being for anything other than hauling people over the state line to affect an election. If the idea was to ship in out-of-state students to register for classes so they can use one of the loopholes in the same-day voting registration procedure, this was the first time I ever heard of this technique. You can bet these students won't be around next quarter, and probably won't even attend the classes they did sign up for.
