You're right that AIDS is comparitively over-funded. Breast cancer kills a lot more Americans every year. Funding comes from all over the place, however. There is no regulating world body to assign proper percentages of funding to diseases.

Well in the US funding IS set by the govt. And breast cancer research is funded more heavily than prostate cancer research, which is killing more people if I remember correctly.
AIDS is somewhat in check in societies that are open about its transmission mainly because it can be avoided behaviourly. Dunno what to do to completely avoid breast or prostate cancer.
