One form of racism is holding others to artificially lower standards because they "aren't like us." Back when the Soviet Union collapsed under the dead weight of a failed ideology, some liberals were saying that "you can't expect democracy to work there" and made all sorts of excuses why it would fail. It has been a rocky road but they do seem to be making the transition.
The US is not talking about forcing democracy on Iraq - the Iraqi exiles who've had the opportunity to live abroad and see how things work want the same freedom for their own country. Some of the neighboring Arab countries might be afraid of a democratic Iraq because they fear it could destabilize their own dictatorships. As for Israel, we currently give $2 billion a year to Egypt and Israel doesn't seem to mind, so you can't blame the Jews for that one.
