There is a massive agricultural lobby behind many of the food programs in the U.S. There is very little incentive to cut the flow of Federal dollars to the farm and food industry. It has nothing to do with kindness to the poor--the lobby would be just as happy if the Federal Government paid them taxpayer money to pump food down the Marianas Trench.
