Unfortunately, "firm evidence" of a missile launch is usually a contrail heading into space. Then, in absence of any missile defense system, you basically either hope that the North Koreans are really bad at building either guidance systems or fission warheads, or you kiss your ass goodbye.
Reagan thought missile defense was a good idea. So did the first President Bush. Clinton and the Democrats killed it dead, dead, dead.
The Democrats are STILL trying to kill it.
Millions may yet pay a price for this.
