Tom, I don't mean to push your buttons, but there is a logical and reasonable answer to the question
Why the hell isn't it France and Germany's diplomatic failure?
It was Bush's initiative. Bush asked for and got 1441. Bush asked for, but failed to get, a UN declaration of war against Iraq. He put the question to France and Germany as members of the Security Council. They didn't introduce a resolution forbidding the US from attacking Iraq, they simply didn't say "yes" when Bush asked the Security Council to bless his war.
