I don't think its possible. I'd love to be proven wrong, But I suspect that Sadam's goons are in Baghdad waiting to spring hell on the "infidel invaders".
Their resolve will need to be broken. And for some, that will unfortunatly take much more than the killing of top Iraqi leadership.
