Not Al Qaeda
The report I heard was that these particular terrorists were conducting operations against Iran, sort of a continuation of the Iran-Iraq war. The camp is reported to be in northeast Iraq, which supports that claim. The Bush people were trying to make a connection between Iraq and some Al Qaeda operating in northwest Iraq, in Kurdish territory; which, if you stop and think about, weakens that argument considerably since Saddam and the Kurds never got along too well. "The enemy of my enemy is my friend", if you will.
