Don't you think that if Saddam could threaten us with retaliation by Al Qaeda, he'd do so? It's remarkable that a guy who's willing to make up the most outrageous claims about everything under the sun hasn't even tried that one.

I think it may have to do with the Taliban Syndrome (there's a new one) where there was cooperation and/or even a tendency to ignore the other group for the sake of security. I may be wrong, but in this line of behaviour, as long as they, as separate groups have enough power, all is well. Bin Laden was quoted as saying(don't have the actual quote) once that he wanted to be at the head of it all... bringer of order to the chaos.
