The U.N. didn't "force" us. The U.N. can't force us to do anything. But we can choose to abide by the letter of the coalition agreements, and that's what Bush Sr. did. So, I suppose technically, you could say that it was a U.S. decision. But had we gone in and gotten Saddam, the same idiots would have been screaming in the streets about what monsters Americans are.
