The "quote" is obviously mythical, intended to represent a distillation of the actual attitudes back then to show the analogies with current attitudes.
The language is wrong for the times, and the use of the term "shock and awe" is a dead giveaway. The author of the article should have made this clearer, perhaps following the "quote" by replacing the phrase "So spoke the American press." with something along the lines of "So the American press might have said."
