You are right about being careful about imposing our culture on them. But not everything about a culture is sacred. Every culture has crappy ideas that it would be better off without.
As one example, if we can impress on Iraqis the idea that the right to worship God as you see fit does not include a mandate to hack to death anyone who thinks differently, that alone might be enough.
