Or our decission was based on assumtions.
#1 The Iraqis were lying.
#2 They didn't destroy what they claimed they had. (see #1)
#3 The Iraqis had the connections and the motivation to pass WMD to Al Qaeda. ( I know Davin, "no evidence whatsoever that any Al Qaeda where anywhere in or near Iraq")
To assume incorrectly and take no action may have had the same impact as assuming Pearl Harbor wasn't a target for the Japanese.(from what I've read, we knew Japan was going to attack but Pearl wasn't on the initial list of possible targets.)
