Notice the huge jump between the top 5% and the top 1% compared to the top 5% and top 10 % (almost the same number of people). Yet over about the same number of people income jumps 5 times faster. Man are those top 5% hurtin for tax cuts. This escalation continues to outrageous levels of pay for CEOs. It's tempting to use the 5 persent level for this reason but the bottom is too close to the group below it. The cut could also be made where the acceleration in income becomes obvious as opposed to my rational below.
