My whacky theory is...
...that 1998 intel reflects 1998 facts, while 2003 intel reflects 2003 facts. Really the only theoretical part of this theory is the assumption that the intel reflects facts, at all.
I don't know what may have changed. It's a good question that I hope someone will answer.
