What's best?

Hi guys,
In 2001, I bought a Windows 98 (first edition...snif) home PC (while keeping a 1996 bought screen for a W95) with an internet cable connection and a Packard Bell Windows Millenium laptop PC.

Seeing what friends have bought since, I'm wondering what the best solution would be. I do use the laptop in other places than home (like outside with a webcam for astronomy and at our reunion at the club).
The laptop is linked to the internet through the phone cable (occasionnally). A friend tells me he's no more using his desktop PC and only his laptop. He's got a fairly large screen and uses Windows XP and can connect it to his TV set. He uses it too for games, flight simulators and for music.

I think I should go for XP but have heard annoying things about it when it comes to connecting a webcam on it.
The Philips ToUcam Pro with CCD appears to be the best of its kind for astronomy!
I hope the solution is straighforward and simple, but others keep saying Windows 98 Second Edition is still the best of its kind
I'm not at all into flight simulators, games; I might like music on it though and am told the same laptop can have an internet cable connection and an internet telephone connection (to use while away) .
So, why W98 2ed (or not) or why XP (or not)?
