Does it look like it might possibly be a weapon? Take the sucker out before he has a chance to -- well, before he has a chance to even identify himself.
While we're at it, let's ban toy guns. Using the logic you have outlined, it makes perfect sense for police officers to shoot children wielding those, because, after all, they might be loaded.
Do Americans want co-operation or not? If so, shooting people because they might possibly be thinking about maybe doing something with a weapon that they perhaps have is not the way to get it. Why should I approach a bunch of people who are prone to shoot me? Why should I tell them there's a mine field up ahead? Gee, there might be fewer of them to shoot me after they stumble around in there for a few minutes.
