Offer prizes for successful accomplishment of specific goals like, land on the lunar poles and searcg for evidence of buried ice, land on Mars at location X and drill 10 meters down to search for water and biologicals
Stimulates competition
Encourages innovation
Put up the bucks, but no pay if no results
Put up less $ than a bloated NASA woulda needed
Puts wealthy private money at risk, not wage earning taxpayer money siezed for no results
