I still think the best way to elect representatives is the way juries are selected: from a pool of at least marginally qualified people. At random. A congressional draft program. Like jury duty, or the draft, there would be certain minor restrictions (no felons, etc.), and ways to get out of it if there was hardship.
A few people would be selected at the end...five to ten, maybe...and these folks would go on the ballot for the voters to pick from. Voters get the final say. Nice long terms...maybe six years, like Senators...and no reelection.
"How could you turn over something as important as representative government to inexperienced people?"
I don't know. Random juries can sentence a man to death.
Would it work? God knows. Might be fun for a state to give it a try.
