Granted. IMHO, though, the only reasonable answer is better intelligence and improved relations with the rest of the world.

OR: Let's forge an international alliance to stop the international sale of weaponry. Period. Let's put the sale of arms in the same category as spreading terrorism.

Stop the international sale of guns, missiles, military aircraft, military ships and submarines...the whole nine yards. Then, the next generation of tinpot dictators will be armed with potato guns and sling shots.

Further...let's put all nuclear power facilities under international control. Want a nuke plant? Fine, no prob, but it'll be built, run and protected by an internationally-constituted agency. Not only will you have your electricity, but you'll never have to touch the hot glowing stuff.
