The behaviors mentioned specifically were "delinquency, violence, disobedience, and truancy." While not all of these are related to actual criminal behavior, certainly some of them are.
There are some circles of psychiatry where anything short of mass murder is "acting out," but until someone like you gets a hold of the actual study, we don't know what they really mean by mental disorders or how they are identified.
