So let me get this straight, at the same time we are asking them to pony up bucks and forgive debts to assist in the reconstruction of Iraq, we are telling nations like France, Germany, Russia and Canada that their private industries can't bid on the very reconstruction projects their nations are agreeing to fund?!?!
