And that brings me to my third point: There was no reason to codify this decision, much less announce it. I can't characterize the public handling of this as anything other than dumb. If you're not going to give them contracts, just don't give them contracts -- why the need to announce it in advance? Why the need to make an issue of it in the same 24 hour period you call these same parties to ask for debt forgiveness? And, oh yeah, why are we still letting Defense make foreign policy?
