ESA may also have just committed to Beagle 2 because it was a really exciting concept with the possibility of delivering really interesting science. To the best of my knowledge no orbital instruments were sacrificed for Beagle 2 and the whole project had to satisfy multiple reviews to ensure compability with Mars Express and ensure minimal risk.
