Rich, not everything has a conspiracy behind it.
Before you design a dust removal method into a mission to work on all your solar cells you test it on a smaller scale. If you search you will see that several science/engineering tests of dust removal have been proposed for Mars probes. They will fly or be shown not to work in other ways.
They all have problems and we need more data on how dust acts on Mars anyway.
Maybe a better solution would be to use RTGs and skip solar cells completely. But RTG have anti-nuke protesters, weight more and they cost a bunch.
