So the Mars Rover solar panels canNOT dust themselves?

So the Mars Rover solar panels canNOT cleanse themselves? Or do the Rovers indeed have some sort of cleaning / dusting mechanisms? We may have discussed this issue here half a year ago, after I found something on CNN.com which says that the Rovers will fizzle because the panels will eventually accumulate too much dust. Could this feature have been left out in order to opportunistically boo$t the need for more Mars rovers or probes? Or perhaps the idea is to keep from saturating the public with Mars images that would make them decide that Mars is boring, sort of like the Apollo 13 movie suggested that folks had eventually deemed the Moon? Either way, for the close to a billion tax dollars that went into NASA's Rovers, don't we deserve better than this?
