The disasters in SF and Chicago destroyed considerable portions of those cities.
The WTC involved 4-5 buildings. New York is still a functioning city. They didn't need to rush.
My remarks were addressed to your criticism of the design. Debate over what form the replacement building(s) should take has been a major factor in the delay to rebuild.
So has the forensic work of recovering remains at a crime scene.
